The Philadelphia Inquirer’s Andrew Maykuth reports on the decision of U.S. District Judge J. Curtis Joyner that Philadelphia Gas Work’s practice of placing liens on landlord properties with no notification for the unpaid gas bills of tenants is unconstitutional.

In his ruling, Judge Joyner concluded that “PGW’s methods do not meet the fundamental requirements of due process in that they do not afford the plaintiffs and others like them the opportunity to address their tenants’ arrearages at a meaningful time or in a meaningful manner.”

The case, Augustin v. City of Philadelphia, was brought by Langer Grogan & Diver in 2014 on behalf of residential and commercial landlords. The landlords are represented by John Grogan and Irv Ackelsberg.
