Former New Jersey Acting State Comptroller Kevin Walsh Joining Langer Grogan & Diver P.C.

Mar 6, 2026

Langer Grogan & Diver P.C. is pleased to announce that Kevin Walsh, who served for six years as the Acting State Comptroller for the State of New Jersey, is joining the firm. Kevin brings more than two decades of experience in public interest advocacy, trial and appellate litigation, and government oversight. His practice will include consumer, whistleblower, antitrust, and commercial cases, and he will also conduct internal investigations and counsel companies and nonprofit organizations on regulatory and compliance matters.

Kevin was nominated by Governor Phil Murphy in 2020 to lead the Office of the State Comptroller (OSC), an independent watchdog agency that audits and investigates local and state government entities, including state agencies, authorities, municipalities, school districts, and public colleges and universities. OSC also monitors public contracting and prevents and detects fraud in Medicaid. Under his leadership, OSC launched projects focused on pandemic recovery funds, police accountability, and nursing home fraud.

From 2000 to 2020, Kevin worked in New Jersey as a civil rights attorney and the Executive Director of Fair Share Housing Center, a nonprofit advocacy organization that enforced laws that require all municipalities to provide their fair share of affordable housing. In that role, he directed a legal and grassroots effort resulting in settlements with more than 300 municipalities and opportunities for tens of thousands of affordable homes statewide for families, seniors, and people with disabilities. He focused on using redevelopment to increase New Jersey’s supply of affordable homes. He litigated extensively in trial and appellate courts, including seven arguments before the New Jersey Supreme Court.

From 2000 to 2008, Kevin served as counsel to New Jerseyans for Alternatives to the Death Penalty, a grassroots organization that successfully led the effort to end the death penalty in New Jersey. In 2004, he litigated the constitutionality of lethal injection regulations adopted by the state, resulting in a moratorium on executions. The regulations were thrown out and never reinstated.

Kevin served as a law clerk to the Hon. Gary S. Stein, Associate Justice of the New Jersey Supreme Court, for the 1999-2000 Court term. In 2012, the New Jersey Law Journal recognized him as the Lawyer of the Year.

“Kevin has dedicated his career to strengthening public institutions and standing up for communities across New Jersey,” said John Grogan. “His leadership as Acting State Comptroller, combined with his decades of experience in complex litigation and public interest advocacy, makes him an extraordinary addition to our firm. We are thrilled to welcome him.”

“I have spent my career working in the public interest,” Kevin Walsh said. “Langer Grogan & Diver’s focus on cases that protect consumers, promote fair competition, and hold powerful actors accountable is exactly the kind of firm where I can continue working to ensure that the law serves people and strengthens the institutions they rely on. I am excited to join a firm with a national practice and deep roots in this region.”

Kevin will join Langer Grogan & Diver P.C. effective March 20, 2026.

Langer Grogan & Diver P.C. is a Philadelphia-based law firm that focuses on complex litigation, particularly antitrust and consumer protection matters. The firm was founded as a boutique litigation firm that would divide its time between major commercial matters, particularly on behalf of small business, and law in the public interest. Its antitrust work has received the American Antitrust Institute’s award for Outstanding Antitrust Litigation Achievement in Private Law Practice and its work in the public interest has been frequently recognized, including by the Philadelphia Bar Association’s William V. Brennan Award for pro bono work.

Among the firm’s awards for its work in the public interest are the Equal Justice Award of Community Legal Services of Philadelphia, the Pro Bono Award of the Hebrew Immigrant Aid Society, and the Social Justice Award of the Jewish Social Policy Network. In addition, the firm has established the Langer Grogan & Diver Social Justice Fellowship at the University of Pennsylvania Law School, which annually pays the first-year salary of a law graduate entering public interest law.
