Kevin joined the firm in March 2026 after serving for six years as the Acting State Comptroller for the State of New Jersey. Kevin was nominated by Governor Phil Murphy in 2020 to lead the Office of the State Comptroller (OSC), an independent watchdog agency that audits and investigates local and state government entities, including state agencies, authorities, municipalities, school districts, and public colleges and universities. Under his leadership, OSC launched projects focused on pandemic recovery funds, police accountability, and nursing home fraud.
From 2000 to 2020, Kevin worked in New Jersey as a civil rights attorney and the Executive Director of Fair Share Housing Center, a nonprofit advocacy organization that enforced laws that require all municipalities to provide their fair share of affordable housing. In that role, he directed a legal and grassroots effort resulting in settlements with more than 300 municipalities and opportunities for tens of thousands of affordable homes statewide for families, seniors, and people with disabilities. He litigated extensively in trial and appellate courts, including seven arguments before the New Jersey Supreme Court.
From 2000 to 2008, Kevin served as counsel to New Jerseyans for Alternatives to the Death Penalty, a grassroots organization that successfully led the effort to end the death penalty in New Jersey. In 2004, he litigated the constitutionality of lethal injection regulations adopted by the state, resulting in a moratorium on executions. The regulations were thrown out and never reinstated.
Kevin served as a law clerk to the Hon. Gary S. Stein, Associate Justice of the New Jersey Supreme Court, for the 1999-2000 Court term. In 2012, the New Jersey Law Journal recognized him as the Lawyer of the Year.

- In the Matter of the Application of the Municipality of Princeton, ___ N.J. Super. ___ (Law Div. 2018; published 2024). Counsel representing public interest affordable housing non-profit in 40-day trial that determined affordable housing obligations for 564 municipalities following 40-day trial.

In re Declaratory Judgment Actions Filed by Various Municipalities, 227 N.J. 508 (2017). Counsel in appeal before New Jersey Supreme Court that interpreted the Mount Laurel doctrine requirement that all New Jersey municipalities provide a realistic opportunity for their fair share of the regional need for affordable housing.

Fair Share Housing Center v. Hoboken Zoning Board, 441 N.J. Super. 483 (App. Div. 2015). Counsel in lawsuit seeking to enforce affordable housing ordinance in redevelopment projects in gentrifying New Jersey city.
- In re N.J.A.C. 5:96 & 5:97 (Mount Laurel IV), 221 N.J. 1, 19-20 (2015); In re N.J.A.C. 5:96, 215 N.J. 578 (2013). Counsel in appeals to New Jersey Supreme Court that addressed failure of the state to adopt regulations to meet New Jersey’s constitutional obligation to zone for housing opportunities for lower-income residents. The 2015 decision eliminated the obligation under law to exhaust administrative remedies and established trial courts as forum to litigate housing obligations.
- Fair Share Housing Center v. State League of Municipalities, 207 N.J. 489 (2011). Counsel in appeal that established that entity formed by municipalities to represent their interests is a public entity that is subject to the Open Public Records Act.
- New Jerseyans for a Death Penalty Moratorium v. N.J. Department of Corrections, 185 N.J. 137 (2005). Counsel in appeal involving fee shifting under the Open Public Records Act. The decision in this matter found that attorneys in public interest fee shifting matters may received an enhanced fee based under lodestar analysis.
- In re N.J.A.C. 10A:23, 367 N.J. Super. 61 (App. Div. 2004). Counsel in appeal of lethal injection regulations. The Appellate Division in the decision in this matter invalidated the regulations based on a lack of support for the regulations in the administrative record and free speech concerns based on the secrecy of the execution process.
- Fair Share Housing Center v. Township of Cherry Hill, 173 N.J. 393, 403 (2002). Counsel in appeal on direct certification to the Superior Court, Chancery Division, regarding application of housing regulations to large scale redevelopment opportunity in suburban New Jersey municipality. This decision established that municipalities must use redevelopment to provide a realistic opportunity for their fair share of the regional need for affordable housing.
